Governor Nixon's State of the State address January 20, 2010 focused on legislation that could stimulate job creation through the implementation of four economic development legislative measures.

The "Missouri First", is a long overdue financial incentive to help existing business. In the past new incentives primarily where established to attract new business.

The second measure is one I started hearing about last year. The MOSIRA initiative will reinvest a small part of taxes paid by existing bio-tech firms in Missouri, to recruit new ones. The bio-tech industry is a target industry for Missouri.

The third measure 'Training for Tomorrow" is aimed at directing young people to the state's community colleges to enlarge high growth job training programs.

The fourth measure "Show Me Hero's" is an initiative that helps promote jobs for returning veterans.

I will be watching the MOSIRA HB 1511, Missouri Jobs for the Future HB 1635, and the Grow-Me- State initiative HB 1512. There will probably be more legislation introduced as the session proceeds.

The Enhanced Enterprise Zone incentive is at step 10 out of 12 steps for Pulaski County. This step is that the County Commission and Cities pass ordinances that will allow tax abatement and tax credits for new and existing business expansion. This step should be complete in February. Also in February the narratives for the application should be complete. The Department of Economic Development will review the application and we expect approval in March.
