Character Word of the Month
Beginning in November the Chamber is partnering with the
Waynesville School District in promoting their character word
of the month. Each month a character word is chosen to be
the focus of character development. The Chamber is encouraging
its members to apply this word within their business each
month. Businesses can put up a sign or put the word on their
marquis as well as encourage employees to focus on what the
character word means to them.
The character word for November is:
Honor can be used as a noun meaning honesty, fairness, or
integrity; as a source of credit or distinction; to designate
high respect for worth, merit, or rank; or for high public
esteem. Honor can also be used as a verb with an object to
hold something in high respect or reverence; to treat with
honor; to confer an honor or distinction upon; to worship;
to shop a courteous regard for; to accept and acknowledge
personal responsibility; or to show respect.
What does honor mean to you, your business,
and the community?

About Public Radio KMST and its History
Mission
KMST serves the people of south-central Missouri by providing
innovative and entertaining programming that informs, enlightens,
and fosters discussion about societal concerns. KMST strives
to offer thoughtful and intelligent perspectives on the
region, the state and the world while improving the quality
of life through our educational and community outreach services.
Coverage Area
KMST studios and offices are located in G-6 of the Curtis
Laws Wilson Library on the campus of the Missouri S&T.
KMST's coverage area (listening area - 88.5 FM) includes
the following 18-plus counties: Camden, Cole, Crawford,
Dent, Franklin, Gasconade, Iron, Laclede, Maries, Miller,
Osage, Phelps, Pulaski, Reynolds, Shannon, Texas, Washington,
Wright and boosted coverage in Lebanon, Missouri made possible
through the use of an additional transmitter (translator
- 96.3 FM) located in Lebanon. In 2004 a new transmitter
placed in Rolla allowed KMST to reach outside the original
coverage area including Jefferson City, Lake of the Ozarks,
Licking, Cabool, the west side of the St. Louis Metro area
and as far north as Lambert Field.
National Program Sources
National Public Radio (NPR), American Public Media (APM)
and Public Radio International (PRI) are the major public
radio program distribution networks. Individual public radio
stations can be affiliates of NPR, PRI and APM and can select
programming offered by each. The phrase "public radio"
is a generic term, while "National Public Radio",
"American Public Media" and "Public Radio
International" refer to each individual network. Other
sources of national programming for KMST include: the WFMT
Fine Arts Radio Network, Michigan State University, Seaway
Productions of Cleveland, Ohio and a handful of independent
producers and distributors.
Statistics / Demographics
1) KMST is operated by the largest employer in Phelps County
and enjoys a great relationship with 2000-plus faculty and
staff, 7200-plus Missouri S&T students, and "Joe
Miner," the University mascot.
2) KMST has over 1200 households as members of the station.
3) KMST enjoys a major donor group (the Charter Society)
that has won a CPB (Corporation of Public Broadcast) award
for excellence in innovation.
4) KMST attracts a listenership with an average age of 49,
one or more college degrees, and an average household income
of over $92,400.
5) KMST custom tailors its programming according to information
gathered from members of the station.
6) KMST offers the number 2 and number 3 most popular radio
programs in the country with "Morning Edition"
and "All Things Considered." Along with these
flagship programs, KMST is a national leader in the diversity
of public radio programming offering a variety of formats
to its listeners, including local/national news, talk, classical,
jazz, acoustic folk, blues, big band, bluegrass, African,
Caribbean, Celtic, and others.
7) KMST is the only source of NPR news for a wide area of
southern Missouri.
8) KMST is also available for listening live via computer,
smart phone and other devices through the live stream at
www.kmst.org.
9) KMST is free of air-wave clutter with an average of less
than 3 minutes per hour devoted to local messages, there
is virtually no tune-out by listeners.
10) KMST is a non-profit organization and as so, underwriting
may be recognized as a marketing expense or a deduction
for contributing to a non-profit organization at tax time.
Underwriting (Advertising) Opportunities
Underwriting opportunities abound as a 100,000 watt station,
KMST reaches a large 18-county audience in South Central
Missouri. The KMST listening audience is a well educated
audience with above average spendable income. KMST is a
reflection of the National Public Radio audience with nearly
seven in ten listeners having at least a bachelor's degree,
compared to only 27% of the U.S. population. The majority
of listeners (63%) are employed full-time. A plurality of
these listeners works for a business, but high concentrations
of listeners are employed in non-profits, government, or
are self employed. KMST listeners are engaged in their communities
and are nearly three times more likely than the average
adult to be influential. KMST and NPR listeners reach one
of the highest concentrations of key community leaders in
all of media. KMST offers :30 second and :15 second packages
as well as custom underwriting sponsorships and packages.
To find out more about underwriting opportunities, contact
Joel Goodridge or Jim Graham at 573-341-4386.
On-line Services
KMST maintains a Web site at www.KMST.org. Real-time audio
streaming and On-Demand listening is available to any computer
user. KMST not only enjoys strong support from listeners
in our region, but has built a significant and loyal audience
in other states and nations thanks to our live stream.
History
KMST, a 100,000 watt public radio station provides 24 hour
service to the region and is licensed to the University
Of Missouri - Board Of Curators. The original license application
was submitted to the FCC in 1963 and began as radio KMSM.
The call letters KUMR were approved by the FCC on November
28, 1972. KUMR's official on-air date was August 1, 1973.
The station's call letters were again changed on July 16,
2007 to KMST. This move was to stay in step with the university's
name change from University of Missouri-Rolla (UMR) to Missouri
University of Science and Technology (S&T).
CAB
KMST has a Community Advisory Board (CAB) that's members
reflect the diversity and interests of our listeners, and
work closely with the General Manager to ensure that Public
Radio KMST is meeting the needs of its listeners. CAB members
are appointed by the General Manager of KMST and Board meetings
are scheduled for the first Thursday of every other month
and are open to the public.
Volunteers
Volunteers are an invaluable part of KMST. The volunteer
base consists of individuals who consistently renew their
annual membership and are dedicated to KMST's core values.
Those memberships also vary from the $25 Student/Senior
to $1,000+ Charter Society levels. They live in this community
and in surrounding areas. Volunteers provide their time
to perform numerous activities on and off the air: document
and file CDs; assist with stuffing and labeling envelopes
for direct mail campaigns; cook hamburgers at the annual
membership picnic; create graphic art and publications;
provide weekly on-air commentary; and assist staff producers
with locally-produced programs. Each year KMST staff members
choose the recipient of the Volunteer of the Year Award.
This award and certificates of appreciation are presented
at the annual membership picnic in the September-October
period.
The Early Days of Noncommercial Radio
Many of the first radio stations were noncommercial "educational"
stations established in the 1920's at colleges and universities.
National Public Radio was created as a private, non-profit
organization to provide leadership in national newsgathering
and production and to provide the first permanent nationwide
interconnection of non-commercial stations.
National Public Radio was founded on February
24, 1970, with 90 public radio stations as charter members.
A 2009 Washington Post article states that NPR serves a
growing audience of more than 20.9 million Americans each
week. NPR listeners are reached via 900-plus public radio
stations, the Internet, and in Europe, Asia, Australia and
Africa via NPR Worldwide, to military installations overseas
via American Forces Network. NPR is renowned for journalistic
excellence and standard-setting news, information, and cultural
programming. It has won every major award in journalism
for news and cultural programming in America.

Greetings,
November is the season for thanksgiving. With
everything going on in the word we should all be thankful
for all of the things we have, especially our wonderful
community that is a great place to live, shop, and play.
As always, there is a lot going on at the
Chamber. The upcoming Veterans' Ceremony and Parade on November
11th is a great community event for everyone to come together
and honor our veterans. Also, on November 24th, Shop Small
Business Saturday is a great opportunity to support our
local businesses and show our community and Chamber pride.

We

start your holiday shopping and help keep your dollars local.
Be sure to shop local on Small Business Saturday on November
24th. I look forward to seeing everyone around St. Robert
and Waynesville!
This time of year the office is busy preparing
for the next year. The Chamber is making every effort to
insure your listing in the upcoming Membership Directory
is correct before the book is printed. We ask that you please

As Thanksgiving approaches I reflect on how
grateful I am to live in this wonderful community. I am

WOW,
Pulaski County really showcased it's pure beauty this fall!
I hope that you took some time out from the day-to-day to
enjoy our self guided driving tours through the county to
learn about our history as well as enjoy the beautiful fall
colors. If you missed out, be sure to check out our blog at
wordpress.com/pulaskicountyusa.com for the beautiful images
we captured. And don't forget, if you took great photos while
out driving or enjoying our fall events, haunted activities,
pumpkin patches and petting farms, be sure to submit them
to our Facebook photo contest. You could be a winner of a
gift certificate to a local restaurant!
In October we provided an afternoon tour of the world of
tourism to the Waynesville-St Robert Chamber of Commerce Leadership
class. We offered a sneak peek into our world of what we do
as a bureau and the ways in which we market, which often times
are not seen by our local community as we market outside Pulaski
County to bring visitors to our area. We also took time to
showcase our wonderful area visiting attractions in Waynesville,
Dixon, Crocker and Richland and discussing attractions and
events that operate year round. I think the class was surprised
at what we do as well as the programs we offer and what awesome
activities and hidden gems we have in Pulaski County. If you
too want to know what we do, I encourage you to log into our
partner section of the website, or stop into our Visitors
Center and visit with our staff. We are here to help!
Veterans Day, a day to reflect, a day to thank and a day
to celebrate. Living here in Pulaski County we are so very
fortunate to share day to day life with our military families
who are here temporarily and those that choose to make us
their forever home. Thank them every day, but take the time
November 11th at 11am, to take a moment of silence. Also take
time at 2pm to join the communities in lining Historic Route
66 in Waynesville for the annual Veterans Day Parade. Let's
see those streets lined with red, white and blue!
With the holiday's approaching, November is filled with music,
craft festivals, a chili cook-off, and ive theater . We even
have the nationally known Harlem Ambassadors in town and they
are sure to entertain! For details log onto PulaskiCountyUSA.com
and visit our calendar of events. Keep in mind the first weekend
in December offers "Old Tyme Christmas" Expo, organized
by Battlefront to Homefront. Laquey's Christmas parade and
bazaar, opening nights for Theater on the Square's Christmas
performance, the Waynesville parade and St. Robert's Holiday
in the Park event. Also be sure to set the date for the Route
66 Shootout occurring December 13-15th. Basketball teams from
surrounding states will be in Pulaski County.
If you wish to provide a special gift to the Toys For Tots
drive sponsored by the Marine Corps Reserves, we have a drop
box here at the Visitors Center which is operating under winter
hours; Monday-Friday 8am-5pm.
The Pulaski County Tourism Bureau & Visitors Center wishes
you warm holiday wishes.

I
attended the 2012 AUSA annual meeting and exposition in Washington
DC October 22-24. The exhibits were very impressive of military
equipment and resources. I was very proud that the Fort Leonard
Wood Chapter of AUSA was recognized as the Best Chapter of
all the AUSA Chapters. My name badge had 17 ribbons attached
and was a great conversation piece! The annual Tuesday breakfast
had General Frank Grass as keynote speaker. General Grass
serves as the 27th Chief, National Guard Bureau and as a member
of the Joint Chiefs of Staff. General Grass is a Missouri
native and enlisted in the Missouri Army National Guard in
October 1969. Also present at the breakfast was Major General
Stephen Danner the Adjutant General State of Missouri. Two
friends of Fort Leonard Wood Ike Skeleton and Kit Bond were
present.
There is a very important meeting in regard to Joint Land
Use, November 1, 2012 at the Hampton Inn. The meeting will
begin at 6:30 pm. The meeting is open to the public and the
study will be used to help protect the military training mission
of Fort Leonard Wood. The study is being funded by a grant
from the D.O.D. Office Economic Adjustment and has a matching
cash requirement. It should be noted the cash match is coming
from the cities of St. Robert, Waynesville, and Pulaski County
Commission. This study is of high importance and should be
completed next year. I attended a public hearing in Waynesville
October 25, 2012. This public hearing was the first step in
applying for a Community Development Block Grant to build
a Spec Building in the new Waynesville Industrial Park. The
next step is to complete a Needs Assessment and an environmental
study of the property. I anticipate the formal application
to be filed in January. If the application is approved construction
could start spring 2013.

NOTES
FROM THE ROUBIDOUX
Dear Citizens:
Waynesville has enjoyed the Frog Fest and this past weekend,
the Route 66 Oktoberfest, since I last wrote you. I want
to thank the many volunteers who make these events possible.
I also want to announce the debut of the "Keys to the
City", a painted piano, housed at the Lone Oak Printing
Company. It will be making appearances on nice afternoons
and at the downtown festivals. Lisa Schwandt and Loren Karcher
are the creators and their goal is to use it for fund raising
for local charities. If you are interested in playing some
afternoon, stop in and talk to the Lone Oak people. What
a fun idea!
We were saddened by the recent death of Ward Four Councilman
Tim Bartlett. More importantly, Tim was a great friend to
many people. He loved his community and will be greatly
missed. Our deepest condolences to Cheryl and his children
and grandchildren.
Our local boy, Vino Alan, has made it into the top 16 of
the competition for the "X Factor" on Fox. We
are very proud of Vino, or Brett, as many of us know him.
He is the son of Janis Casler-Dunham, a local postal employee,
and the grandson of the late Margaret and Walter Casler.
The City is proud of Vino and wishes him well. He told me
recently, "I am a Tiger, through and through!"
Several new businesses are opening in Waynesville or have
plans to shortly. Vidie's Express Lunch and Fine Dining
has opened in the Drynk location. Check Levi and Brandie
out for your lunch needs. The "We Can!" development
company is breaking ground this week on what we locals call
the old Western Auto lot on the square. They will be building
a retail building with six spots. It will be nice to see
that vacant lot filled in. Also, across from the Middle
School, J and L Carpet Cleaning is building a new facility
at the old car wash spot. The B and B Theatre has finished
their paperwork and we should see ground moving along G.
W. Lane Street shortly for their new cinema. OTC has begun
their building. Thank you to all our investors and business
people.
MoDOT recently announced the choice of a project located
from T Highway to Ichord Avenue as their # 1 goal for the
coming year. This area is very congested and has been a
concern for several years. The City began the year planning
to do several things there to relieve that congestion. The
plans will include building three lanes and hopefully, other
ideas to be announced later. The City appreciates the support
of our county partners in helping this project to be selected
# 1.
The City has also issued a "Proceed with Project"
announcement for the sidewalks along Rt. 66 and the Roubidoux
Bridge lighting/Trail of Tears projects. Maggi Construction
won those bids. This will mean some traffic disruption,
be alert.
We plan to launch our newly designed City website the week
of the 22nd. We are located at www.waynesvillemo.org. Right
now, it is unpopulated and out of date. We are very excited
to be finally getting this project done. Also, our City
banners arrived and the Electric Department is installing
them as they have time. They are up on Ichord Avenue. We
hope that you enjoy the City being dressed up a little.
Our next project is a welcome sign on Highway 17 North.
And lastly, I have been honored to be selected the honorary
chair of the Salvation Army's Tree of Lights Campaign for
Pulaski County. Please take the time to volunteer to be
a bell ringer by calling Jim Mathews at 573-774-2757. It
is a worthy cause and does much for our families throughout
the county. Remember the Community Veterans' Parade, November
11 at 2:00 in the afternoon. Because it is Sunday, the time
was moved from the historic time of 11:00 a.m. We will be
starting at the Middle School and traveling downtown. Waynesville
and St. Robert take turns having this wonderful celebration
of our veterans.
From the banks of the Roubidoux,
Mayor Hardman
